EMI Awarded $4.5 Million Contract to Provide Strategy and Digital Transformation Services
Washington, DC; Jul 11, 2023 — EMI Solutions, a leading provider of technology and innovation consulting services, announced today that it was awarded a three-year $4.5 million contract from the United States Department of the Navy (DON) Performance Improvement Office (PIO) to implement digital transformation initiatives, develop executive-level dashboards, and promote an integrated rebranding strategy.
EMI will offer end-to-end digital transformation services tailored to the unique requirements of the DON and guided by the strategic priorities of the Secretary of Defense (SECDEF) and the Secretary of the Navy (SECNAV). These services include developing a strategic performance framework, monitoring and assessing DON performance, and providing updates to stakeholders, including the U.S. Congress, on DON improvement efforts.

The DON PIO oversees the integration of strategic initiatives from the SECDEF and SECNAV across the Navy and Marine Corps, implements risk management and performance improvement across the DON, coordinates performance improvement strategies with the Department of Defense (DoD), and reports its progress to key stakeholder groups including the U.S. Congress. Coordination with partners across the DoD and DON is crucial for the DON PIO when assimilating performance improvement priorities with budget cycles while relying on secure and valid DON data.
EMI currently supports the DON climate analytics dashboard, which integrates multiple sources of data and utilizes predictive modeling capabilities to quantify the impact of greenhouse gas emissions across Navy installations. The dashboards are designed to inform future strategies and interventions to reduce emissions by 2030 and 2050.
